Israel is watching Israeli settlers, in Palestinian territories, more closely. Some settler groups are attacking Palestinians, trying to trigger more attacks on settlers. Such a situation would get the settlers more popular support in Israel, although it would also get some Palestinians and settlers killed. The Israeli police cannot disarm the settlers, as they are surrounded by a hostile Palestinian population, but they can arrest settlers who have been threatening, or attacking, without provocation, Palestinians.
